The point of state on the stick is to make it possible to enforce read-onliness in an obvious way that the laptop, no matter how compromised, cannot negate, and to make it easy to replace contaminated sticks with known-good copies. JTAG observability provides neither of these capabilities.

As for 'snoop on CPU instructions in the wifi', how do you do *that* with an x86? You don't, of course... which means you suddenly need your own chip fab.
