Sure, but those Javascript guidelines were written before the "we need bundling" decision was made. Note that almost no upstream "allowed" the Javascript unbundling that was done (or planned) for Fedora packages.

Sure but this is an ongoing conversation if anyone has followed along with the discussions and likely would involve tweaking the language in the policy. I wouldn't read any of the current policy as conclusive.
