Amen to this.

If distributions like Fedora had had similar policies and pressure on upstreams to pay attention to ABI and API backward compatibility, then maybe their no-bundling policy might have been more tenable.

Fedora is an absolute churn-fest ABI and API wise, from release to release. That's not directly Fedora's per se, but more a wider problem in their upstreams. However, not tackling that completely undermined the chances of success of any no-bundling policy.
