The problem is getting permissions from all authors who contributed to the GPL-ed fork. If you have one or two contributors then it's easy, but if you have more than 10 contributors then it often becomes close to impossible to do.

Of course, this assumes that there's no copyright assignment.

But that is true for independent of the license of the fork, unless the license is explicitly including a clause that allows relicensing.
