If you see policies against unbundling not as the war on drugs, but as a detox/sobriety/health programme, then the important thing is to keep trying to help as many projects as possible to sort themselves out.

It's not a complete failure if you don't get every project completely unbundled all the time; that's just going to happen occasionally. But you keep trying to help as many projects as you can, with practical help (patches) where you can spare the effort, evangelism on the benefits of unbundling in other places, and tough love (such as refusing to carry a package) in some cases where that seems to be the best option. And always be there ready to support projects who become ready to want to change their ways.
