Collaboration Agreement between the LibreItalia Association NGO and the
Italian Defense for the adoption of the open source productivity
application LibreOffice for Office Automation
Roma, September 15, 2015
Signed by Sonia Montegiove, President of Associazione LibreItalia NGO, and
Ruggiero Di Biase, Rear Admiral and General Manager of the Italian Ministry
of Defense Information Systems, the collaboration agreement is focused on
the adoption of LibreOffice as open source productivity application for
Office Automation. With the adoption of LibreOffice, the Italian Ministry
of Defense complies with Law 83 of June 22, 2012, which provides a
framework for the adoption of open source software by Italian public
administrations, to replace proprietary software.
The deployment of LibreOffice will be jointly managed by the two
organizations, based on the reference protocol drafted by The Document
Foundation, based on best practices from the most important global
projects. Under the agreement, the Ministry of Defence will develop
educational content for a series of online training courses on LibreOffice,
which will be released to the community under the Creative Commons CC0
license, while LibreItalia members will provide - on a voluntary basis -
trainings to trainers in the different military organizations.
The migration project will make the Ministry of Defense independent from
proprietary software applications for office productivity. In addition, the
ministry will adopt the ISO standard Open Document Format (ODF).
The migration project follows similar experiences already made by
governments of other European countries such as France, Holland, Spain,
Germany and the UK.
In Italy, the Ministry of Defense is the first central public
administration to migrate to open source software for office productivity.
On the contrary, there are several solid experiences at local public
admistration level, in various organizations such as Regione Emilia
Romagna, Provinces of Perugia, Cremona, Macerata, Bolzano and Trento,
Cities of Bologna, Piacenza and Reggio Emilia, the Galliera Hospital in
Genoa and healthcare ASL 5 in Veneto, etcetera.
The migration project will begin in October 2015 with the first training
course and will be completed by the end of 2016.
AGID - Agency for Digital Italy - congratulates the Ministry of Defense for
the migration and hopes that other organizations, using this experience,
may follow this first project.
