Grsecurity stable patches to be limited to sponsors

I was wondering about that too. It is specifically talking about the Chrome build for Android though, and it seems like a reasonable - if not particularly safe - assumption that it's built using the NDK and can therefore be used to infer something about the NDK, maybe.
