The article's point was that more people are familiar with Javascript. While Emacs Lisp is indeed nobody's baby there is a Scheme-based emacs (GuileEmacs) and, if it ever becomes mainstream, it is even possible that it will support extensions in other languages including javascript (as discussed in this LWN article some months ago). In the meantime, people like me stick to emacs largely out of inertia...
