ARM's proprietary compilers are most certainly not dead. A lot of embedded firmware uses them because they generate smaller code than gcc or llvm which is critical for devices with very small amounts of memory (yes, they still exist).

Yes, as of version 6 ARM's compiler suite is based on llvm.
