mozjpeg 3.0 released

Version 3.0 of mozjpeg, Mozilla's high-performance JPEG encoder, has been released. The most significant change in the new release is ABI compatibility with libjpeg-turbo. While making mozjpeg backward-compatible with libjpeg-turbo is important for its viability as a drop-in replacement, the change does break ABI compatibility with previous mozjpeg releases.
