Why this cannot be part of Anaconda? after we select time zone and keyboard it could present the user with a few checkboxes to set the firewall ports that need to be open (no zone selection, actual port numbers and usual applications they are used by).

This comes up every time there is a setting that two reasonable people might want to set differently. The answer is that it's not reasonable to fit every configuration setting under the sun into the installer, and option n is not really much more or less special than option m. Plus, installing Fedora Workstation should be simple, so anything that can reasonably be set after installation does not belong in the installer.
