Most setups have one network interface (for each type, e.g., one WiFi, one Ethernet). There whatever is used is completely irrelevant. If there are several interfaces of the same type, binding a MAC to a name solves the problems as long as the MAC doesn't change (that might happen if a broken card is replaced, or the MAC is reconfigured, or in course of maintenance cards get shuffled around). So name fixed by MAC does solve the problem most of the time, except when it doesn't. And then you are up a remote creek with no paddle.

Yep, same for topology based names. Plus switching to topology based names will confuse people and invalidate a huge amount of existing documentation for all the people who don't need them.
