Kinda-sorta. If Wayland really was a newer version of X, it'd be called X12. It makes a number of radically different design decisions (ones which I'd argue are improvements, mind), so it'd be unfair to call it X12. Much like calling Linux, Minix 2.

Which already exists! (cf a bunch of earlier comments on LWN articles).

Which is why Wayland is X13.
