The idea that this change would weaken the project seems odd. If anything, the procedure to choose the new appointments would seem to be far more relevant there than deciding when appointments expire. I doubt there is a shortage of suitable candidates.

it's not that change weakens the project, but that change that is too rapid can cause problems.

If there's too much turnover at once a project can loose continuity and end up "chasing the shiny" instead of making real progress.

This is why there seems to be a lot of interest in having there be regular turnover on the TC, but concerns about changing too much at once.
