Init's job is to serve as an entry point to the OS's rc system, reap exited processes, and halt the system on command.

Once you learn to stop conflating init with the rc layer (which may be Upstart, OpenRC, runit, s6, many other things, or as you so eloquently put it the "cancer" of RHEL/Debian shell scripts), you'll agree how simple it is.

Observation: by your definition, sysvinit overreaches.

It does! A lot of sysvinit doesn't need to be in PID 1 either.
