The Debian TC systemd decision ended with:
... ==== END OF RESOLUTION ==== Additional discussions regarding the technical policy necessary for implementing this decision are anticipated and will be carried out via the normal technical policy procedure.At the time, there was little doubt such technical policy would be written: after all Russ Albery was the lead policy maintainer and part of the TC and a skilled policy writer. In retrospect it should have been made a precondition for the move to systemd.
But, for various reason, nobody worked on it, and now we are during the freeze without a technical policy and a transition document.
This leads to the present situation where nobody know what will happen, nobody feel empowered to make a decision, everything need to go to the TC, and FUD is reigning supreme. This results in a state which is usually described by an English expression involving a domesticated bird who have lost the upper part of its body.

Hum, sorry, I suppose every native english speaker would know that expression. Maybe even I know it but I can't seem to guess.

I did search on google, but I was misleaded by a wrong assumption. I oversaw poultry and only thought about pets (canaries, parrots).
