As much as I like systemd, I do not see how systemd can be used to deal with network outage or configuration errors, so can you elaborate ?

I guess you could have a service that pings an external IP address and tickles the watchdog for every received ping. systemd-pingd. :)

Of course, the old watchdog daemon has long had that. :)
