Try Klineakd or wait for KDE-3.2

Apart from the already recommended lineakd (with klineak, a KDE frontend!) I would recommend you to try KDE-3.2 where this functionality is supposedly merged into khotkeys.

Beta2 is due this week and should be very usable, because KDE is in deep freeze for over a month now.
