It sounds like you have a mighty mess that you are expected to keep running without actually having the power to do so. This is nothing but the mother of all migraines laying in wait for you and I say that from experience.

I can certainly understand the desire to have a tool that will let you just keep it running till the end of the day till you clock out, anyone in that position would feel it, but the real problem will simply continue to fester until it reaches the point that no tool can paper it over and the entire enterprise grinds to a halt.

The real problem here is not technical, it's social. You need to impose sanity and you do not have the juice to do it. That's not a problem with a technical solution.
