Or this proposal will facilitate the construction of systems out of separately unmaintained, read-only, components, each of which is separately distributed and abandoned.

I wonder how much experience correlates to opinion between the two extremes?

I think you will have the same effort put into maintenance as the current Linux distros have, the status quo already has a large number of unmaintained also-ran distros and a few well maintained ones. The same groups would be the main providers of /usr
