It wouldn't surprise me if math and OCR were included in a runtime, although the runtime provider gets to pick which math and OCR library they want to include, as far as some obscure library you may end up including a packaged version from a distro into your application but that's counter balanced by all the other libraries which other apps like browsers can stop bundling.
