My understanding (from reading the article) is that each app will continue to use the same runtime until it is upgraded. This means that App1 will not be forcibly upgraded, but also means that each app developer must make new releases of their app each time their runtime has a security update, or users will perhaps be using an insecure system.

I take back what I said. I now see that *runtimes* can (and hopefully will) provide security updates, and apps won't need to bother with this. So the runtime is filling the role that the distros currently play of providing security updates for apps.
