Poettering: Revisiting how we put together Linux systems

This is explained in more detail in the Google+ comments. The expectation is that the runtime would be based on a distribution. So the runtime is basically just the collection of packages from a distribution. There is an overlap, but you'd not duplicate the efforts that the distributions are making.
