The point is that if there is a name that is already in use, either you can have an identical or fully compatible semantics, or you should use another name.

The amount of semantic difference (the same package with different configuration or a completely different package) does not change the above consideration. Conversely, I would say that cases where the semantics is similar, but not to the point of providing compatibility are those where you should be most careful, since they can introduce subtle, hard to track issues.
