I can do "zypper refresh && zypper update" for years without any of that, even when I have the typical (for openSUSE users) 15+ repositories.
Then zypper is handling this stuff different than most of the package-managing world. On Fedora, yum behaves exactly like described for APT. So does pacman on Arch. On some of these distros this behaviour is even necessary considering their repo structure with separate repositories for shipping updates.
