One of the reasons other distributions don't care is because Debian has not dropped it because of that. Because of how persnickety Debian is for good reason, it is seen as the litmus test for any software inclusion as FLOSS software. I expect that if Debian were to actually drop the extensions for that reason, various other distros would shortly do the same.

Debian and the PHP license (Other Distributions)

Maybe the FSF needs to have a licence category marked unequivocally - "free intent but non-distributable" or "free intent but not Free because purely personal" to dump things like PHP into. Debian can then add a category into non-free called "free intent - see FSF" and we can start a whole new framewar about the Debian recommendation to use non-free. ...

Debian-legal sounds like armchair lawyers and wannabes at times: unfortunately, its one of the better / the only tests for FLOSS across 100 countries worldwide (or however many there are developers in / Debian is supplied to if greater).

[Non-legal disclaimer: void where prohibited by law] I did train as a lawyer thirty years ago and have been a Debian developer for 19 of those years.
