It doesn't matter for the developers who uses any free distributable RHEL clones as a containers for proprietary virtualization software (VmWare Workstation for example, which have better graphical support instead of anothers free) if RHEL doesn't show up as a main target platform of course. You can pay for virtualization software and don't pay for its container; surf the Internet or do any another work through virtualized environments more secure and flexible; and RHEL have a long term support so you can install its clone once and forget about it for a long time.
