This. People treat Redhat 6.3 as a separate OS from Redhat 6.4 in their organizations. It takes time to test and make sure version releases are going to work well and it always involves a incremental roll out.
If we have to make configuration files for out tools to create mappings between CentOS and Redhat versions then it's going to be a huge PITA. It's much simpler using Mathstuf's scheme.

Having said that, I've been on the CentOS-devel list for about 5 years, and the past few months have been really encouraging, and productive. KB and the gang have really open-ed up their build, QA, and development processes, and patches and improvements have started to trickle into the list now.
