OpenRC was never ignored or rejected out of hand; the TC evaluated it, and across the board considered it less featureful than either systemd or upstart, though potentially better than sysvinit. That seems like a mostly accurate assessment. You might be bothered by the characterization of "featureful" as a desirable property (as opposed to properties such as "portable" or "minimalist" or "based on shell scripts"), but describing the reasoning process as "not cool enough" is both disingenuous and insulting.
