CentOS aims to build as close to bit-for-bit to what Red Hat ships as possible (down to the release number). The problem is that you're not just building, e.g., with gcc-4.8.2-3, but 4.8.2-3 which was built by -2 which was built by 4.7.3-X (because -1 was broken). *That* is what makes it hard work.

If and when verifiable builds come into fashion and are picked up by distributions, this might change.

Ah yea, I see that being hard. CentOS has a very different target than Mint though, don't need to worry about having the same build number in the package versions.

I do feel like anyone with access to their own Open Build Server could build openSUSE from scratch without too much trouble.
