To me the reference to "the ballot" was confusing because I assumed this was the latest ballot which systemd actually "won" by the casting vote. But Sébastien's analysis refers to Ian's previous ballot (init + coupling, just a bit simplified) and shows that upstart coupling could have won Ian's ballot because of the ranking of the L/T options.

Maybe you can amend the citation a bit so it's clear which ballot Sébastien refers to?
