Within Mageia they just override that default to what it originally did.

right... its going to come down to distro policy with regard to what the config their users get as defaults. Debian policy could easily result the same override that Mageia chose, now that systemd will be the default init, without the discussion over the default override being a big deal. Clearly vendors and local admins have the freedom of movement to reconfigure.. its a config... not a hardcoded build time setting.
