He is the one claiming TC shouldn't be discussing this decision at all. Then I don't see what he is wasting TC's time if he intends to override it with a GR anyway.

Knowing as little as possible about internal Debian politics, I would imagine it is still entirely reasonable for the TC to decide "This isn't a technical question, and/or also a strategic question which we are not qualified to even make a recommendation on"

TC clearly believes (and references the constitution) that this is within their purview. Ian wrote key parts of that governance document and is in TC. So I see that as authoritative.
