Why would the Feds *want* to compromise someone's emission control systems? Some bizarre pro-pollution bias?

I was referring to the unpacking of the analogy back into the computer space, rather than directly to the analogy. (Of course, the reason to compromise the ECS is so that you can have them fail an emissions spot-check and have their vehicle gone over by an particularly "observant" policeman.)
