Need for a special ABI/API team?

Perhaps all ABI changes should be vetted by a person or a group of persons who would go through a checklist and test the change.

Linux kernel is too big to rely solely on bright minds, who can devise new ideas but cannot be tasked with checking the code based on existing rules.
