This is currently incorrect. There isn't any translation tool in place for subtitles, although they're accepted in all languages and MediaWiki typically supports all of them. However, of course MediaWiki's Translate extension, used mainly on translatewiki.net, can also be used to translate subtitles. A few of them are currently translated this way on meta.wikimedia.org, and maybe commons.wikimedia.org will soon install Translate too, allowing translation of all subtitles (and just anything else) on the media repository.
