@corbet - the comment you're referring to isn't about RPM packages that aren't expected to be tested before they hit rawhide but about the netinst images that are built nightly.

I'd say that nonworking install/netinstall images are something to expect in rawhide. Nonworking packages (except for the occasional dependency issues) should be (and are mostly) avoided by packagers.
