Somehow I read in the title "a rant and a request"; I thought our esteemed editor had finally swallowed his pride and was coming to the LWN.net community (many surely with similar needs) to ask for help. In the comments there are already many suggestions and a few home-grown solutions. In the spirit if NIH syndrome fans I would think that there is a scratch to itch, there is a business need and the will to solve it. Bigger projects have grown from less promising prospects.
Extra points for doing it the Unix way: building a basic text-based accounting system first, then layering a ruleset manager on it (which can be fed with byzantine tax system changes) and finally communicating with a GUI or a web application. If I read the comments right, the basic framework might be reused from one of the "ledger" packages.
