It's an interesting mistake, though. In 10 years we may be reading something like: "Linux, for instance, is based around a core—called a kernel—that was originally designed for use in mobile phones and only later modified for desktop systems" :)

The author obviously didn't do even most basic research. The second paragraph in Wikipedia article on Linux starts with: "Linux was originally developed as a free operating system for Intel x86-based personal computers". Not to get into the whole OS vs kernel confusion...

Ryan Leavengood (the author of the IEEE Spectrum article) has been told this claim is wrong before. He's not interested in its veracity because it serves a purpose in the narrative independent of its status as a claim about the real world. It is, to use a technical term, bullshit.
