Uh, anybody who has had a look at the launcher settings knows that they could care less about letting the user shoot themselves in the foot. I can't tell you how many times I've managed to hide my shortcut bar somehow and how long it takes me to figure out how to get it back.
They did institute some fine-grained permissions control, but it tends to cause force closes. Others have done it in a way that does not. I think the difference is in willingness to fake API calls - if an app asks for a list of contacts and gets an error it is far more likely to crash than if it simply gets told that your only contact is John Smith and he has no phone number or address.
