Section 4 says that you loose your rights under this License (capitalized). While section 6 grants a new licence (not capitalized) on every distribution.
This is not correct as you nicely drop part of Section 6 of the GPL v2 that says subject to these terms and conditions. This also makes the article wrong as well.
It is like playing the Monopoly game and getting the "Go to Jail" Chance card and collecting the $200 for passing "Go". That is you ignore that the part of the card that says 'Do Not Pass "Go" Do Not Collect $200'.

Thus you have must meet Sections 0 through 12 before you can get a new license under Section 6 which is impossible if you have already violated Section 4.
