that which can be easily explained by incompetence. Before coming up with conspiracy theories, consider the possibility that Oracle failed at managing OOo and is now trying to fix things. So they're handing the code over to a group of people capable of doing things properly (hopefully).

That would be fine but it seems to me Oracle hardly had enough time to manage OO and immediately started stepping on toes. That to me given Oracles history smells of if not malice then not giving a whit about anyone but themselves.

If Oracle wanted to hand the code over to a group of people capable of doing things properly they'd hand it to the document foundation. No?
