I would say that the existing sysvinit system already handles spawning X and gettys on terminals but has a lot of missing features that required the creation of ConsoleKit and other utilities. I don't see why this wouldn't be in the purview of systemd and it seems that if the services that ConsoleKit provides can be more cleanly or easily implemented as part of the systemd suite then that seems like a good idea.
It seems when systemd is the default then there will be many tens of thousands of lines of code made redundant, greatly simplifying daemon and session management and finishing the train of thought that init and inetd started but were forced to halt as *nix became "standardized".
