That came after EFL 1.0 was released earlier this year by Rasterman.

Obscurity

As for the Mageia announcement, the given summary provides absolutely not the slightest clue about what is the discussed topic. A short sentence informing what is LiMo 4 would facilitate the information flow.

This type of obscurity is frequent in software short introductory descriptions. Outsiders reading them often get strictly no information about what is the software.

Why should I care that the code is available? What can I do with it?

Can I run it on a phone of my own? Or is it just like the source code of Symbian?

Well, Symbian is very popular. Could I use the published Symbian source code to modify something with a phone of my own? What about LiMo?
