"He was 'most disturbed' that many of the problems are not technical, they are a matter of suboptimal user behavior - bad passwords, for example."

I'm a bit disturbed by that attitude: If a system requires "optimal user behavior", that may be an indication of bad design. Maybe we should put a sticker on PCs: "This wasn't made for you: Use on your own risk!"
