Not sure if it *can* force it, but I've been updating automatically (using DEBIAN_FRONTEND=noninteractive) for over a year now and I've never come across a situation where it *does* force it.

If by "force interactivity" you mean "prompt you by default if you don't know how to tell it not to" then the answer is "Yes." That's probably what he meant.

What concept do you think the word "default" relates to: format or configuration?
