Well, actually Jan Safranek (who co-maintains the libcgroup package both in fedora and upstream) did that on purpose. So full credit to him there :-)

I believe the problem with reappear with F15 and systemd, which in conjuction with pam_systemd by default create cpu cgroup for each session (being better version of famous per-tty scheduling kernel patch).
