Products are developed in Asia by original device manufacturers (ODMs) and original equipment manufacturers (OEMs) and shipped in completed form.

You keep using those terms. I don't think they mean what you think they mean.

ODM stands for Original Design Manufacturer, a manufacturer that also designs products to the requirements of the customer which markets and sells them. "OEM" is used to mean several different things, but none of them seem to fit here.

An original design manufacturer, ODM is an Original equipment manufacturer (OEM) that designs as well as builds products or components for sale to a second company that sells it under the brand name of the second company. The second company thus outsources some of its work to the ODM.
