Currently, the cursor on the terminal (or Emacs screen, or other window as appropriate) that has the focus blinks, and others are open blocks. Suppose that if there is no activity for T seconds (say 10), the cursor changes to a solid block (so yes, you can see it). If the mouse moves or a character is struck it turns back on. That should save most of the power and still help people find the cursor.

The advanced ABC 800 did this in 1981, probably more for reasons of ergonomics rather than power consumption (blinking stuff makes it harder to concentrate on other things on the screen).
