Why was Ubuntu forked instead of sending the localisations upstream?

the debian-installer is partially localised in serbian by the cp6linux team, so i'd guess they are moving upstream, but sr won't reach 100% for Lenny according to http://d-i.alioth.debian.org/l10n-stats/translation-statu...
